Authority:
- The Nominated Person Flight Operations (NPFO) is appointed, duly authorised, responsible, and employed by the Senior Accountable Manager (SAM).
- This appointment must be acceptable to the Authority.
- This position reports directly to the SAM.
- The NPFO has the authority to ensure that all Scheduled and Non-Scheduled flight operations of THE OPERATOR are conducted in compliance with relevant regulatory requirements and company standards in a safe and efficient manner.
- In the absence of the designated NPFO, authority and responsibility will transfer to another nominated postholder or the Chief Pilot, depending on experience.
- The NPFO will liaise regularly with Operations Staff to monitor company performance and proactively address potential issues, such as delays, FDP, and technical support.
- The NPFO will collaborate with the Chief Pilot to manage crew rosters for duty, training, and leave.
- The NPFO will ensure safe, secure, and efficient flight operations across the organization, promoting effective communication between management and staff.
- The NPFO will uphold the discipline of all operations staff, including those at offshore stations, and execute disciplinary procedures as necessary.
Duties & Responsibilities:
- Manage all areas related to Company Flight Operations, particularly those impacting flight crew.
- Enforce the established rules and procedures as outlined in this manual.
- Ensure that air services operate in a safe, reliable, and secure manner, taking responsibility for managing safety risks and security threats.
- Promote safe, secure, and commercially efficient operations.
- Ensure compliance with regulatory conditions of the Air Operator Certificate (AOC) and applicable standards.
- Verify the qualifications of flight and cabin crews.
- Maintain insurance coverage for all flight operations, including pilot legality and cross-border flights, ensuring no risk to insurance coverage.
- Ensure legality of all pilots within Namibia, including compliance with Namibian Work Visas and Permits.
- Coordinate with other internal offices, such as Charter, Dispatch, Maintenance, and Training.
- Liaise with regulatory authorities on all matters concerning flight operations, including AOC variations.
- Engage with aircraft manufacturers and external entities relevant to flight operations.
- Act as a representative with relevant external agencies on flight operations.
- Participate in industry associations, conferences, and meetings related to flight operations.
- Establish and maintain rapport with corporate executives, customers, and industry associates.
- Conduct special projects or accept additional responsibilities as directed by the SAM.
- Committees:
- The NPFO will participate in any committees as agreed upon with the SAM.
- Financial Responsibility
- Ensure favourable cash flow at line stations in conjunction with the Line Station Manager on-site, including budgeting and financial accounting functions.
- Flying Duties:
- Perform no more than 50% of duty time as Pilot on company flights.
- Responsibilities within Personnel Function:
- Oversee discipline, welfare, and morale of all flight crew members.
- Manage policy related to the safety and efficiency of the company’s flight operations.
- Ensure that operations comply with the AOC conditions, applicable regulations, and operator standards.
- Supervise electronic records, including pilot files and training records.
- Proactively identify unsafe trends and practices and take corrective action.
- Participate in oral testing of command candidates for the company.
- Oversee operational standards and control of all aircraft.
- Coordination of functions impacting operational control, such as maintenance, crew scheduling, load control, and equipment scheduling.
- Supervise, organize, staff, and ensure the efficiency of flight operations, cabin safety, crew scheduling, and training programs.
- Ensure timely resolution of safety and security issues.
- Oversee the contents and compliance of the operations manual.
- Supervise the creation and updating of operations manuals, SOPs, and written procedures.
- Provide monthly reports to management on operations performance and status.
- Ensure operations are conducted in compliance with current regulations, standards and company policy
- Ensure crew scheduling complies with flight and duty time regulations and that crew members are informed of regulatory changes.
- Act on any aeronautical information impacting flight safety.
- Manage the dissemination of aeroplane safety information, internally and externally, in conjunction with the safety management system.
- Implement safety actions recommended by the Safety Manager.
- Implement quality actions recommended by the Quality Manager.
- Implement security actions recommended by the Security Manager.
Experience and Qualifications:
In accordance with NAMCATS 2024, the NPFO must meet the following qualifications:
- Hold or have held a pilot license and ratings relevant to the operated aircraft; or demonstrate adequate knowledge of the aircraft’s operation; or
- Possess at least 3 years of supervisory experience in flight operations for an operator of similar size and scope or an acceptable alternative experience;
- Demonstrate knowledge to the Executive Director of the operations manual, the operator's certificate, operations specifications, and applicable regulations and standards necessary to ensure safety;
- Have no convictions or administrative sanctions under the Act or Regulations that, in the Executive Director’s view, would affect suitability for the role.

- NPFO must engage with operational personnel, senior managers, and departmental heads across the organization and establish and maintain positive relationships with regulatory authorities, agencies, and service providers outside the organization.
